Howard was director of athletics at Incarnate Word for 11 and one-half years, from 1990 to 2001.   He was a charter member and a vice president of the National Association of Collegiate Directors of Athletics.   The first nine of his UIW  years, he was the men’s soccer coach and in eight of those seasons his teams advanced to the playoffs and twice reached the NAIA National Tournament.  At the end of his coaching career, his 395 wins were the most in the history of the NAIA.  Those 395 included 155 victories at UIW which remain a school record.  He is a member of the NAIA Hall of Fame, he holds a Letter of Commendation from the NSCAA.

Currently, he is Director of Athletics and Dean of Student Affairs at the University of Texas at Tyler.  The holder of a doctor of philosophy degree from the University of North Texas, Howard, at UT/Tyler in 2001 began that school’s athletic programs from ground zero—no facilities, no coaches, no student-athletes.  Now, the school is represented by 13 different teams.  Recently Howard was elected to the Whitehouse, Texas, School Board.
